The Keystone Home Loan program is available to borrowers who reside in the state of PA or are moving to the state of PA and are purchasing homes within the State of Pennsylvania.  This loan is guaranteed by the Pennsylvania Housing Finance Agency (PHFA).  The Keystone Home Loan program guarantees below-market interest rate to qualifying homebuyers.  Buyers also save on fees, including a 25 percent discount on title insurance in most cases, upon request. Both new and existing homes are eligible for Agency financing.  Keystone Home Loan Program is available year-round.
